The information you asked for is as follows: 

The car park is cleaned by Cleansing Services every Sunday, early morning. My inspection of the car park confirms your photographs and it would appear that the car park was omitted from the schedule over the Jubilee Bank Holiday weekend. The manager of that service area has confirmed to me that extra time will be spent in this car park to remove the litter that has built up.
The vegetation is due to be cut back in this car park in the 2nd half of July (week commencing 16/07/12). The extraordinary amount of rain that we have had so far this spring / early summer has prompted very vigorous growth of the shrubs and bushes in the planted areas of the car park. It has also negated to a large degree the weed-killer that was applied early in the year around the edges / kerbs of the parking area.&quot;]]></description>
